Douglas Melville
Doug was appointed in September 2015 and is currently the first Channel Islands Financial Ombudsman resolving financial consumer complaints arising from the provision of financial services in or from the Channel Islands to local and international consumers.
Doug brings to JOA many years’ experience in international development in many different capacities. He began his career with the Canadian International Development Agency (CIDA) in the 1980s working on project planning and evaluation throughout Africa and the Middle East.
He also worked at CIDA headquarters coordinating Canadian aid program information and analysis during the African famine crisis. He has remained actively involved as a volunteer with various NGOs in board governance, advocacy, fundraising activities and led field missions in Eritrea, Ethiopia and Kenya.
Throughout his career in financial services, Doug has participated in technical cooperation missions to Africa, Asia, Central Eurasia, and the Caribbean. In the aftermath of the 2004 tsunami disaster, he was sent to Sri Lanka by Canada’s cooperative sector to develop a plan to rebuild and recapitalise the devastated cooperative financial sector. Doug remains involved in consulting, training workshops and speaking roles in various developing countries through the World Bank and the Organisation for Economic Cooperation and Development (OECD).
